The LFL is the minimum concentration in ppm of flammable liquid vapor in air that will support the propagation of flame upon contact with an ignition source. A liquid vapor / air mixture can be too lean (not enough  low ppm) to burn below the LFL, or too rich (too much  high ppm) to burn above the upper flammable limit
