A high school newspaper wants to know the preponderance of cheating in the school. To do this it randomly surveys 100 students by having them fill out an anonymous survey.
 
  From this, the newspaper states that 40 of the students cheat. The school administration decides to check that number by randomly selecting 100 students who are then interviewed by the principal and dean. From this, the administration states that 2 of the students cheat. Which survey is better and why?
