Answer to Question 1

Green beans are a low acid vegetable. That means that the pH is between 4.6 and 7.0 . It is not sufficiently acidic. Canning also provides an anaerobic environment. C. botulinum is of concern, as it is an exotoxin that produces spores in low acid and anaerobic environments. Therefore, it could be growing in the neighbor's green beans, because she processed them in a water bath canner. This did not heat the green beans sufficiently to destroy the C. botulinum spores. Therefore, the spores could have grown in the canned product. You might mention this to your neighbor or provide her some reading material on foodborne illnesses. But it will probably not have much effect. Also, since she cooks the canned green beans for two hours before serving them, the C. botulinum will be destroyed anyway.
