Answer to Question 1

True

Answer to Question 2

The environmental factors are the same, the space or place where one reports and transcribe may differ. For example, the official reporter will be concerned with the court environment and the office where he or she transcribes, while the freelance reporter will be concerned with the different types of situations where he or she reports.
