The people could relate to polio victims, who, for the most part, were children.
Roosevelt, who was also a polio victim, proved to be a powerful and credible
spokesperson for the cause. The fact that people were being asked to contribute
such a small amount of money made their participation more plausible. There
also may have been the attraction of creating a community of the so-called
common people to solve a problem  a reaction to the deep-pocketed tycoons who
were blamed for igniting the Great Depression.

Answer to Question 2

As is the case with most crises, there was an early warning stage in which there
were signs of potential trouble and the opportunity to avoid it. From the earliest
complaints of female workers to the explicit graffiti visible in the workplace, there
were plenty of signs of potential trouble.
