Answer to Question 1

ACOG employees and officials, International Olympic officials, IBM officials, the
Atlanta community, Olympic sponsors, and Olympic spectators.

Answer to Question 2

IBM failed to properly test the system prior to the start of the games. To the
company's credit, it committed extra personnel to the problem and made its
resolution a high priority.
