As this case demonstrates, yes. But it is just as important to realize that it a
public consisting of numerous of people can begin with just one person: e.g.
Candy Lightner and Mothers Against Drunk Driving. In this case, Chris Muncy
represented not only Parrott but also school aged children everywhere -- a group
that, through the schools, uses a lot of Rand McNally products. This is the kind of
story that resonates with school officials, one of the company's primary publics.
This case suggests that every situation should be decided upon its merits and not
the size of the public involved.

Answer to Question 2

If a company is expected to tell the world when it does something wrong, why
shouldn't it tell the world when it does something right? Rand McNally didn't
purchase ads. Instead, the company prepared a news release and allowed the
news media to decide if the story was newsworthy.
