Community Oriented Policing Services (COPS) is a federal-local law enforcement
program that promotes local police efforts to fight terrorism. It existed before 9/11,
but since that day, it has helped local law enforcement agencies strengthen their
efforts against terrorism. It does this by improving data and intelligence collection
and processing, capitalizing on technology advancements, encouraging
communication with other public agencies, and helping local agencies to respond to
citizen fear and prepare to assist potential victims.
