In community-oriented policing (COP), the police maintain a presence in the community, walk beats, get to know citizens, and inspire feelings of public safety; community preservation, public safety, and order maintenancenot crime fightingis the primary focus of police. Instead of merely responding to calls for help (known as reactive policing), police should play an active role in the community, identify neighborhood problems and needs, and set a course of action for an effective response; to achieve the goals of COP, some agencies have tried to decentralize, an approach sometimes referred to as neighborhood policing. Problem-oriented policing (POP) is a more aggressive strategy; problems are better defined narrowly. Solutions draw on the creative talents found in two important resources: the community and the line officers who are familiar with community problems.
