Answer to Question 1

Answer: The U.S. Department of Labor specifies that personality tests should be for normal (not clinical) populations, the tests should not be inherently discriminatory, and they should be clearly related to the job outcomes.

Answer to Question 2

Answer: Astronauts tend to have fairly high levels of agreeableness, which is nice to have when you are stuck in a small spacecraft with several other people.
