Polyethylene terephthalate (PET) has been shown to not allow mineral oils to migrate into foods very easily. This result came from the lab in Zurich that was shown in this video. Food packaging manufacturers are aware of this mineral oil migration problem and will have to develop alternative packaging or develop inks that do not contain toxic mineral oils.
