Healthy People is a set of goals and objectives with 10-year targets designed to guide national health promotion and disease prevention efforts to improve the health of all people in the U.S. For the past three decades, Healthy People has provided a framework for promoting health and avoiding preventable disease.

In 1978, the World Health Organization and the United Nations Children's Fund jointly established the goal of the world community to protect and promote the health of all people of the world.. The commitment was re-affirmed in 1998, and in 2002, the World Summit on Sustainable Development highlighted that health was both a resource for and an outcome of sustainable development. The working groups of the European Region of the WHO have outlined four prerequisites of health that require both political and public support for achievement.
