Should describe the Dirty Harry problem as one occurring where a police officer (or perhaps other criminal justice professional) is in a situation where a good outcome might be achieved by techniques that would typically be considered immoral  or perhaps illegal. The moral question is whether those techniques are ever justifiable and, if so, under what circumstances. Ideally, the question should be linked to consequentialism more generally, whereby producing good consequences outweighs other moral considerations such as rights, liberty, promises, honesty, etc. Deceptive interrogation might be used as an example.
