Yes, because casinos also have entertainment value. People still buy lottery tickets even though the odds against winning are far greater than casino odds.

Most tour operators are small independent entities and entry barriers to setting up business as a tour operator are low. Essentially, all one needs is an office (may be home), phone, e-mail address, and Web site. To assemble an all-inclusive tour package, one needs to contract with the suppliersairline, lodging, restaurants, ground transportation and tour guides, and transfer servicesfor seats, rooms, meals, touring and travel between airports and hotels, for example. Once assembled, a descriptive brochure must be printed and be available on a Web site and marketing must be done to get the product noticed. The package may be sold directly by the tour operator or through the various traditional and online travel agencies.
