This was an issue of technological development. Throughout history, flying via a heavier-than-air apparatus had eluded man until the Wright brothers first flew their machine at Kitty Hawk, North Carolina, in 1903.

Domestic U.S. airlines are protected from foreign competition by cabotage laws, which forbid non-U.S. carriers from picking up and transporting passengers to a final U.S. destination. Given that the United States, for the most part, practices free trade with regard to imports and exports, there is little justification for such protection.
