The General Counsel's position was that Mr. Santillo was fired because of his union activity in distributing authorization cards to fellow employees.

Answer to Question 2

Yes. Dissenting member Hayes said the LOA was a contract that did more than establish a procedural framework for future negotiations. The parties agreed on the duration of future CBAs, interest arbitration procedures, and a waiver of strike activity in advance of any final contract.
