Dura mater, arachnoid, pia mater. The dura mater is the outer, tougher layer, while the pia mater is delicate and lies next to the brain. The arachnoid is a spiderweb-like membrane between the dura mater and pia mater. Cerebrospinal fluid circulates through this layer.
