Gronlund's two-step procedure for writing general types of objectives is described on page 284.
Step 1: Examine the material to be learned with reference to the categories or levels of performance such as those included in the three taxonomies described in the text. Use the categories to formulate general objectives of instruction that describe types of behavior students should exhibit in order to demonstrate achievement.

Step 2: Under each general objective, list up to five specific learning outcomes that begin with an action verb and indicate specific, observable student behaviors. These specific outcomes should provide a representative sample of what students should be able to do when they have achieved the general objective.
