Question 2

Why would a researcher who is trying to increase a target behavior (e.g., the number of math problems solved correctly) set a criterion for reinforcement that actually allows the dependent variable to decrease before once again setting a criterion to increase the target behavior?

In a changing criterion design, the functional relationship is established by demonstrating that changes in the criterion for reinforcement directly impact the performance of the target behavior. When the researcher allows the participant to decrease the target behavior in response to a reduction in the criterion and then increase the target behavior once again in response to a change in criterion, she/he makes a better demonstration of the functional relationship.
