Managers have the job of maintaining an organization that is stable and, because of this, to a certain extent predictable. Clarifying goals and direction and centralizing decisions that affect many people in the organization creates predictability and stability. However, managers also must innovate and adapt. They encourage commitment and the development of meaning in work. These require flexibility that comes from decentralizing decisions that affect smaller groups or individuals. If controls are followed too rigidly, then control destroys flexibility. If the drive for flexibility is followed too diligently, then controls are undermined and rendered useless.
