Answer to Question 1

Strategy is what orients the entire organization toward the pursuit of its mission or a big goal; strategy guides tactical day-to-day decision making and action. Tactics are the visible day-to-day activities, tasks, and maneuvers that need to get done to accomplish the mission or achieve the goal in a changing market. Sometimes tactical decisions reveal opportunities for changes to strategy. Most changes in strategy require corresponding changes in tactical maneuvers.

Answer to Question 2

Senior leaders must assimilate all the information coming from all directions and then communicate top-down the strategic decisions that are made. Top-down visioning, however, works against the bottom-up communication by the frontline workers who know the day-to-day difficulties of implementing strategy. Yet, emphasizing the bottom-up interests of frontline workers without senior leaders' assistance will make it difficult for frontline workers to focus their ideas into a cohesive vision for the future.
