Answer to Question 1

Some systems have support roles in the organization. These systems are intended to increase organizational efficiency, and should be measured with efficiency measures such as cost reduction. Some systems add business value by dealing with marketplace goals. These systems should be measured based on their impact on revenues. Some systems can be offered as a product or a service intended to produce revenue. These systems can be evaluated based on ROI, return on assets, etc.
