Implementation issues include: 1. wireless and mobile networks and related infrastructure, as well as software, must be developed; 2. governments need to offer easy access to m-government information in several forms; 3 . mobile phone numbers and mobile devices are easy to hack, and wireless networks are vulnerable; and 4. many countries have not adopted legislation for data and information practices that spell out the rights of citizens and the responsibilities of government.
