Medicare and Medicaid encouraged clients to assume more responsibility for their own care in a timelier manner, which led to a decrease in length of treatment, but these initiatives were not mandated. There has been an increase in the need for home care due to the increase in consumers who prefer to receive care in the home rather than an institution.
