In the 1980s and 1990s it was found that multiple factors increased the use of home health care: an increase in the older population, consumers and agencies that preferred health care at home versus hospitalization, and the ability of the industry to deliver high-technology care in the home environment. Medicare and Medicaid encouraged clients to assume more responsibility for their own care in a timelier manner, which led to a decrease in length of treatment, but these initiatives were not mandated. There has been an increase in the need for home care due to the increase in consumers who prefer to receive care in the home rather than an institution.
