Public health must maintain quality in its workforce and continually evaluate service effectiveness whether delivered to the individual, the community, or the population. Assurance does not address provision of the same services to all citizens or contracting with outside agencies to evaluate effectiveness. Assurance does not address elimination of low-quality services.
