1. Define and explain agenda setting, agenda building, and issue-attention cycle.
2. Identify the criteria the media use to select which events and issues to cover.
3. Use poor conditions in nursing homes to illustrate media attention and coverage, agenda setting occurring as a result of this coverage, government attention to the issue, and decreased media and public interest (issue-attention cycle).

Answer: An ideal response will:
1. Explain the founders' interest in the ability of individuals to be critical of government without consequence and for people to be able to monitor government and public officials.
2. Explain the role of media as watchdogs.
3. Explain protections of freedom of speech and press in the First Amendment.
4. Note that about half of Americans feel that news organizations protect democracy, and almost 70 percent feel the media are important as government watchdogs.
5. State a position regarding the role of the media.
