Thus, if a Democratic candidate purchases thirty seconds of airtime, then the Republican must be allowed to purchase the same amount of time at the same price. The fairness doctrine required that the media allow reasonable positions to be presented on controversial issues. Thus, if a pro-choice position was aired, a pro-life position would also be aired. The right of rebuttal is an FCC regulation that requires an opportunity for a person who has been attacked on the public airwaves to respond.
