1, Define the equal time rule as an FCC regulation that requires all major candidates competing for office to get equal airtime. Thus, if a Democratic candidate purchases thirty seconds of airtime, then the Republican must be allowed to purchase the same amount of time at the same price. The fairness doctrine required that the media allow reasonable positions to be presented on controversial issues. Thus, if a pro-choice position was aired, a pro-life position would also be aired. The right of rebuttal is an FCC regulation that requires an opportunity for a person who has been attacked on the public airwaves to respond.
2, Argue that the overall trend in government regulation of the media has been one of decreasing regulation as illustrated by the abolishment of the fairness doctrine in 1987.
