1, Describe how the Constitution makes the president the commander in chief of the armed forces and the chief diplomat.
2, Identify that in military matters, the need for speed and secrecy allows the president and the executive branch to exclude public opinion and to act in the national interest.
3, Explain that the involvement of ordinary citizens in foreign and national security issues is diminished by the complexity of these issues and their remoteness from day-to-day life.

1, Explain that Marbury was the first case in which the Supreme Court claimed the power of judicial review.
2, Explain that judicial review significantly expanded the power of the federal courts.
3, Discuss the importance of the judicial power to review the actions of the other branches.
