2, Identify that in military matters, the need for speed and secrecy allows the president and the executive branch to exclude public opinion and to act in the national interest.
3, Explain that the involvement of ordinary citizens in foreign and national security issues is diminished by the complexity of these issues and their remoteness from day-to-day life.
