Answer to Question 1

Answer: An ideal response will:
1. Describe the 4D strategy: defeat terrorist organizations, deny them support from rogue states, work to diminish the conditions that give rise to terrorism, and defend the United States, its citizens, and foreign interests from attack.
2. List the four tools that can be part of this strategy: diplomacy, military power, economic power, and undercover action.
3. Describe the use of diplomacy, which involves persuading other states to assist the United States in combating terrorism.
4. Explain how military power can be used to destroy the opponent's center of gravity.
5. Discuss how economic power can be used to impose sanctions on states that support terrorists and provide foreign aid to alleviate conditions that might give rise to terrorism.
6. Note that covert or undercover action can be used to neutralize specific individuals or groups, as it was when the United States used American special forces to kill Osama bin Laden, although skeptics question the cost effectiveness of this type of action.

Answer to Question 2

Answer: An ideal response will:
1. Explain that the rise of China and India has both negative and positive effects on the U.S. economy.
2. Describe how China, which has the fastest growing economy and has become the world's largest exporter, depends on the U.S. market to sell exports and continue to grow, while the United States borrows heavily from China, and how this situation has created an unhealthy mutual dependency.
3. Explain that India has become a global leader in information technology and software development as well as one of the world's largest exporters and a major trading partner of the United States, and that its strategic partnership with the United States is seen as a counterweight to the growing clout of China.
