Answer: China is an open economy but not an open political system and thus seeks to reduce public dissension and criticism of its policies. Iran is a theocracy and seeks to control behavior according to Sharia Law. Syria's political dissent with the regime has devolved into a protracted civil war. To control public dissension the government aggressively targets social media users.
