The highest rates of natural population increase are found in Ireland and Iceland; the lowest are found in Germany, Bulgaria, Romania, Croatia, Serbia, Portugal, Latvia, and Lithuania.

Under this scheme, specific yearly emission caps are set for the European Union's largest GHG emitters; if emitters exceed those limits, they must compensate either by purchasing carbon equivalences from an emitter below its own cap or by buying credits from the EU carbon market; the goal is to punish those who pollute excessively and to reward those that stay under their carbon quota.
