The most effective propaganda is that which remains unrecognized as such. The most successful (negative) propagandists are those whose true identity remains hidden as well as their true motives. This quote from page 212 in the book could mean that
 
  a. Hidden identities make it easier for propagandists to spread lies and
  misinformation.
  b. One should be suspicious of persuasive messages that come from phony or
  unidentifiable sources.
  c. Propaganda can't succeed if the public suspects that its motives are not in
  the public interest.
  d. All of the above.
