The most effective propaganda is that which remains unrecognized as such. The most successful (negative) propagandists are those whose true identity remains hidden as well as their true motives. This quote from page 212 in the book could mean that

  a. Hidden identities make it easier for propagandists to spread lies and
  misinformation.
  b. One should be suspicious of persuasive messages that come from phony or
  unidentifiable sources.
  c. Propaganda can't succeed if the public suspects that its motives are not in
  the public interest.
  d. All of the above.

Question 2

Much has been said of what you term 'civilization' among the Indians. Many proposals have been made to us to adopt your laws, your religion, your manners, and your customs. We do not see the propriety of such a reformation. We should be better pleased with beholding the good effects of these doctrines in your own practices than with hearing you talk about them... You say 'Why do not the Indians till the ground and live as we do?' May we not ask with equal propriety, 'Why do not the white people hunt and live as we do?' In this 1777 quote from Old Tassel of the Cherokee tribe, this chief is doing the following:

  a. He is pointing out the ethnocentricity of the white people.
  b. He is revealing his own ethnocentricity.
  c. He represents an ignorant heathen perspective.
  d. He is attacking white hypocrisy.
