The principle of justice relates to fairness and how health care resources should be distributed. The argument may well be made that justice requires equal access to health care for all.
Autonomy is the principle that relates to self-determination.
Beneficence means doing good, which may be applicable to such discussions but is not the strongest principle to use for this argument.
Veracity is telling the truth and keeping promises, which would not be the most applicable concept in this situation.
