There are two broad categories of national trails: scenic and recreational. Which category does not allow motorized
  vehicles? Which does? Explain why they each have different rules.

Answer to Question 1

The scenic trails do not allow motorized equipment on them, whereas recreation parks do. The scenic trails are
more likely to have features that would be subject to damage by motorized equipment. The recreational trails are
typically more open and less likely to be changed drastically by motorized vehicles.



Answer to Question 2

The national parks employ the stricter rules. There are many reasons. The primary reason is that the Forest
Service is not in the business of preservation, and recreation is generally just a by-product of Forest Service
efforts rather than the main reason it exists. The Park Service is tasked to preserve national monuments and
heritage sites and its primary product is recreation.
