The Harrison Narcotic Act (1914) established initial regulation of narcotics. This act, also known as the Controlled Substance Act, established categories or schedules of various controlled substances that are minimum standards for all states, but individual states can enact laws for stricter control of these substances. Schedule C-III drugs are those containing limited quantities of codeine.
