Strainers have no desiccant inside to absorb the moisture, they are simply filters used to prevent solid particles.

Answer to Question 2

One use energizes B during the heating cycle, Energizes the reversing valve in heat.
The other provides common. The two are not interchangeable or even interconnectable.
