Answer to Question 1

 Properly functioning water-removal equipment is being used to prevent the accumulation of water.
 Diversion ditches, dikes, or other suitable means are used to keep water from running into the excavation, especially excavations subject to runoff from heavy rain.
 Excavation that are subject to runoff, or that are prone for any other reason to accumulate water, must be inspected by a competent person and determined to be safe.

Answer to Question 2

OSHA's Steel Erection Standard requires that all columns be anchored by a minimum of four anchor bolts. The columns must also be set on level finished surfaces with pre-grouted leveling plates, leveling nuts, or shim packs that are sufficient to transfer the column loads.
