Answer to Question 1

A passive tracker loses an hour or so in the morning, while it resets from the previous day. An active tracker does not lose this time.

Answer to Question 2

The latitude determines the sun's path; at the equator, the collector will ideally be horizontal when the sun is at the equinox. At latitudes further from the equator, the angle must be tilted to orient the collector toward the sun.
