How are solar towers similar to and different from solar trough collectors?

They both use the sunlight, concentrate it, and use it to heat a working fluid that
circulates through a heat exchanger to run a turbine. The solar troughs are fixed in place,
while the heliostats of the solar towers move to more effectively reflect sunlight onto the
central tower.

Answer to Question 2

There is no reason (except for the raising of capital for construction, and these
ideas would require a large amount of capital).
The capital would be paid back over an appropriate period of years, leaving behind the
installation. The initial difficulty of finding the capital would not inhibit investment if the
business plan is clear enough to show that the principal and interest will be repaid.
