Responses should indicate that a multi-level system is a 3-tiered intervention model, much like RTI models. The first tier identifies universal interventions for the school and classroom and addresses most students without serious problems. The second tier allows for specialized group interventions for students at risk for problem behavior. The third tier is composed of specialized individual interventions for students with chronic/intense problem behaviors.
