Answer to Question 1

ANSWER: Answers may include a range of responses to the problems, from limited school response to broad-based programs in the schools. Programs could focus on changes in the curriculum, instructional approaches, and teachers' attitudes and behaviors. Various counseling services or clinics could be established. Students should provide justification for the degree of involvement that they propose.

Answer to Question 2

ANSWER: The message from a variety of court rulings is muddled because of the varied ways in which support can be granted. For instance, there does not appear to be a big difference between lending textbooks and lending film projectors. But the courts have ruled that supplies and materials (such as projectors) cannot be lent, whereas textbooks can. When public funds are made available to nonpublic schools, it is usually on the basis of the child benefit theory.
