Schoolchildren, particularly at the secondary level, experience a number of pressures and problems that may lead to the use of drugs, drinking, delinquency, teenage pregnancy, and possibly suicide. Educators have debated how much responsibility schools should assume in addressing these issues. Discuss what schools should do about these problems. Give the rationale for schools taking the responsibility that you describe.

ANSWER: The message from a variety of court rulings is muddled because of the varied ways in which support can be granted. For instance, there does not appear to be a big difference between lending textbooks and lending film projectors. But the courts have ruled that supplies and materials (such as projectors) cannot be lent, whereas textbooks can. When public funds are made available to nonpublic schools, it is usually on the basis of the child benefit theory.
