Flank steak is a tough cut of meat. It can be tenderized by mechanical means such as scoring, grinding, or cubing. Or enzymatic tenderizers, such as papain, could break down the surface fibers. Marinating the meat in acid can change the charge on the proteins. Using low cooking temperatures and moist heat would lessen protein changes and hydrolyze collagen.
