Flakiness is a desired characteristic of pastry. It is found when there is sufficient gluten development for flakes of gluten to be separated by fat layers and to puff up. Tenderness is also desirable. It is an opposing characteristic of flakiness in that for tenderness you want little gluten development and a tender product.
