Local governments seek to control development of the land within their boundaries through zoning codes. Building codes are adopted in order to have buildings erected with certain safety concerns addressed. Both of these limit the free use of the property.

The actions of agencies such as the Environmental Protection Agency can also impact the rights and obligations of homeowners.
