Answer to Question 1

The courts will analyze any ambiguous terms by reference to the rest of the language in the statute. If the statute is challenged, the courts may look to the legislative intent and the intended purpose of the statute. This is referred to as statutory construction. The legislatures enact the law, and the courts attempt to interpret the law.

Answer to Question 2

In order to strengthen your argument in resolving your legal issue, always use a combination of statutes and case opinions. It is good to use a combination of statutes and cases because statutes state the law, and opinions explain, interpret, and supplement the law. You can combine any sources of primary law; the more sources you use, the stronger the legal argument.
