There are thirteen Courts of Appeals. These courts were created by Congress. Under the Courts of Appeals are the United States district courts. There is at least one district court in each state and there are more in larger states. These courts were created by Congress. Under the district courts are bankruptcy courts and magistrate-judges. In addition, Congress has created several specialty courts.
